Political Cadre Development Program – PCDP
The Political Cadre Development Program is one of the flagship projects of Hanns Seidel Foundation (HSF) Pakistan carried out in Southern Pakistan in the province of Sindh in collaboration with the Center for Peace and Civil Society (CPCS). It aims to sensitize mid-level and young political cadres of various democratic political parties about the concept, system and significance of decentralization.

Being part of the broader German development cooperation, the Munich-based foundation is currently implementing more than 97 projects in about 71 countries worldwide, including Pakistan. It is the first German Political foundation to work in Pakistan; since decades HSF has strengthened parliamentary and academic structires while pursuing a partnership-based approach that focuses on ownership by local organizations and transparency.
Center for Peace and Civil Society
Center for Peace and Civil Society (CPCS) was established in 2001 and registered in 2005 in Hyderabad, Pakistan as an independent think-tank that works to strengthen the political system and civil society based on principles of democracy, freedom, and justice. CPCS works with political parties, youth, women, mass media and other non-governmental actors. Mr. Jami Chandio, the Executive Director of CPCS, is an experienced scholar, writer, and activist.
Shaoor Foundation For Education & Awareness
SFEA has been actively engaged in the process of constructive social change since 2008, whereas the organization was formally registered in July 2012 under the Voluntary Social Welfare Agencies Registration and Control Ordinance, 1961. SFEA aims to strengthen peace, democracy and governance, encourage participation and promote entrepreneurship and empowerment through effective and all-inclusive nationwide community engagement and strategic communication campaigns.
Gender, minorities, youth and media are crosscutting themes of all our projects.
Hanns Seidel Foundation (HSF) Pakistan
Bilal is a development sector professional with a passionate interest in sustainable political and social change. He is a member of HSF Pakistan’s project team and is involved in the planning and execution of HSF’s flagship initiative PCDP.
Shaoor Foundation For Education & Awareness (SFEA)
Hamid Sohail is working at SFEA as a Project Manager. He is currently managing PCDP project. Prior to Joining SFEA he worked for several international and national organizations of high stature. He has on his hands an experience of 15 years for working in the development sector.
